Administrative Matters
2004
A challenge for CAFRA is the raising of funds to meet salaries of staff and other administrative expenses. The project specific funding does not allocate sufficient funds to administration. Of the two funders that did not adopt a project specific approach, one has left the region (HIVOS), and the other (HBF) has reduced its contribution to one-fifth of its previous grant.
